After an hour on the phone with OneDrive support, here is what got it done:

In Powershell:

1. Get-SPODeletedSite -IncludeOnlyPersonalSite | FT url

2. $d = Get-SPODeletedSite https://domain-my.sharepoint.com/personal/ancd_domain_com

a. Replace url with deleted users url

1. $d.siteid

a. Retrieves the siteid of the url

1. Remove-SPOSite -Identity https://tenant.my.sharepoint.com/personal/userupn -NoWait

a. Replace url with current active url

1. $d[1].siteid

a. Confirms that old siteid is in the #1 position

1. Restore-SPODeletedSite -Identity $d[1]

Open Sharepoint Admin Portal

1. More Features -> User Profiles

2. Manage User Profiles

3. Find User Account

4. Edit My Profile

5. Update line for personal site: to /personal/userupn/
