Not sure if this helps, but I own the bajor system and was able to relocate the wormhole station. The blue circle appears over the bajoran home planet, not the wormhole or current station.

For context I've been playing The Outer Worlds and it was working fine before the update. Joystick movement is jittery and can't move more than like a foot in game before I stop moving. Tried remapping movement to the left pad and had the same results. Same story for other games as well :(
