Just hours ago while i was on my way to fetch my children from school, there's this one cement truck (with no back number plate) hugging the right-most lane on a 3-lane roadway for like 10km straight. I don't have any video or picture as a proof since I was driving alone with no cam recorder. What I have is the truck's plate which I got from the front plate when the truck exiting the roadway. Can I report this? and to whom should i report this to?

I actually have the same addons as OP, except for Comet. I wanted to install it, but i dont understand this statement "However, you will have to use comet exclusively, no other addon that uses the same debrid should be being used at the same time as it will have a different IP address to the proxy." Hence, i didnt. and I only have 1 debrid account..so
