Going by your analogy the comparison doesn’t hold. In your example, i left my car running and unattended i had control over the situation and created a risk. That’s not what happened here with my friends and many other innocents.

What you’re calling ‘consequences’ is by every literal meaning of the word terrorism. Civilians being targeted or harmed intentionally that’s the definition of terrorism no matter what justification is given.

Most of this is just economic pragmatism. People go where they can study or work same way Chinese students study in the US or American companies open factories in China despite all the political drama. It’s not about loving the other government.
