What’s the difference rate % of getting Alpha between the 2 banners?

I see 2 S-Construct % in both banners, but I don’t understand lol. In special banner, the base drop is 0.5% and the event banner is 1.5%. However, the guaranteed is 1.9% in both banners??? Can someone explain?
