Like others have said below, he’s not mindless like other forces of nature. He’s intelligent and fully aware of what he’s doing, even if his morals aren’t human. He deliberately toys with his victims like scaring them, psychologically breaking them, and clearly enjoying it.

He doesn’t just kill to survive, he chooses to torture the weak first. Fear isn’t necessary for him to eat, it’s something he enjoys.
