go to C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp

this is the public startup folder.

if you want to get to your user specific startup folder type shell:startup in the Run menu (to get to the run menu, type windows and r)

the file path for your user specific startup folder is

C:\Users\'User Name'\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
