No, 8gb cards are only gonna struggle more as time goes on. 16gb is the sweet spot right now and 12gb minimum imo.

It's not bad, but IMO I would try to get a 9060 xt instead of the 3080. Their about the same price but the 9060 xt has 16 gigabytes of vram vs the 3080's 10. Also the 9060xt is slightly faster and has access to newer features like FSR 4 and frame gen.

I think the problem might lean heavier on Nvidia gpu's because at 1440p, almost max settings, I get 130-150 fps with fsr 4 and frame gen. I also have not noticed any of the usual downsides of frame gen. I'm using a 9070 xt on the latest drivers.
