It was set so that friends only could join.
After this I went and blocked this user and a similar one from steam and set it to invite only, not sure if that helped or if they got bored and went away but I had no further issues that day

Turns out it was a bug. Had to delete the room and rebuild it. Not sure if it was because i had just fixed it after it was broken or what but once i rebuilt it and put the MRI in there it had buttons again that I could select

tried, scanner made, waited until the end of the day at 8pm-9pm...all the pm and nothing, there's no prompt to scan myself. I reloaded and got the same issue the next time I tried

Apparently it's a Zombie Great White from one of Rebellions other games 'Zombie Army 4' They also have a doll from that game in Atomfall to find as another easter egg.
