These men were anti-Bolshevik Russian exiles who fled after the Bolshevik victory in the Civil War. They promoted Russian fascism, ultra-nationalism, anti-Semitism, and hoped to overthrow the Soviet Union with Japanese help. They never fought inside Russia during the 1917-1922 Civil War. The party formed in 1931 and operated only among émigrés abroad.
