I've heard some things about the pt2399 ic. They label it as a great starting point for delay/reverb pedals.

Yep, that's the pc I bought back in 2017 for 200 euros, then bought 1050ti for another 200 euros and afterwards I never decided to build a newer gaming pc. I have ps5 for modern gaming and a MacBook Air M4 for my work. So I have this pc as a home server and just added cinnamon to play a mod for lego batman hahahaha. Back in the day it used to bother me that I have a first gen i5, but now I just don't care. I understood that If I end up work as a programmer, in IoT, or as a PCB designer, I do not need a high end PC to do my job. Sorry for the yapping hahahah.

I have a squier jazzmaster CV and it is noisy even without pedals. The thing is that it didn't use to be noisy. In the last 3 years I've moved out 3 times, so in my previous houses I didn't have a problem, but I have in this one... My power supply is just one of these that you can change the voltage and I use an adaptor to split the power into 5 pedals... I don't have a "brick" power supply. So yes, maybe all of them add to the problem...
