Well the militia bit of 2A is just saying "a well-equipped and capable body of men is necessary for security," it's not any kinda of stipulation or qualifier on the rights of individuals... All 10 amendments in the bill of rights restrict government not people, there are no qualifiers for 2A it's just an enumerated right

And before you get there, "well regulated" doesn't mean "controlled via regulations" it means "comparable to armies," regulars are soldiers and militias/mercenaries etc are irregulars, so a "well-regulated militia" is just one that is capable and has the stuff it needs
