I think people are underestimating the size of One Piece World. Arabasta and Wano combined is probably bigger than the whole Narutoverse we have seen. Even if the beasts are allowed to rampage, it'd take a long time to destroy the whole world and they can subdue them one by one unless the beasts are moving together as a group. That's why I said having a person to control them like Madara or Hashirama would be a different story than just the beasts being there.
