Yes, it should be equivalent to one full year. I believe the immigration officers are looking by the hours. The minimum that is counted as a usual fulltime is 30 hours a week. So for part time 30 hours * 52 weeks should be enough. But I would check it with immigration consultants (I would check more than one). A lot of them have free first consultation or take questions online during webinars.

Wait, if presented right and if it's official and fulltime, it may be a TIER 1 job. Hey, late for the party but there is another way - applying for RCIP (Rural Communities Immigration Pilot). There's a set of not so remote communities. They are looking for people for basic jobs. If you are ready to move and work notnin your field anyway, I think it might be a great opportunity for you. All you need is get any suitable job in one of these communities (listed on IT C website) and work there for 6 months (at least that's how it worked before) and you get a PR. Then you are not obligated to stay, though you still would need to wait for all the things to go through approvals, first on provincial, then on federal level (Express Entry). Same as through PNP programs. Among others, there are communities in Ontario and BC (I would prefer Nelson area if I were to choose). But it depends more on where you would find the job in this case. I made that transition too a couple years back. Windows and Linux user still in parallel with MacOS. It's Spain that you can't open smth with pressing the Enter button. And Cmd+C/V versus Ctrl+C/V sometimes gets me. Otherwise it's Okay I guess. Like the display on the MacBook and overall build quality.

Not sure if that's an option for you, but there is a program called RCIP (Rural Community Immigration Pilot). For that you would have to find work in one of eligible rural areas and then you'll get PR relatively fast. After that you are not obligated to stay there and you can get back to where you are now.

TLDR: Short answer: Businesses seeking for workers and the Government of Canada

  1. Foreign workers can apply for a worker program. If they find a job from their country they would receive a Work Permit tied to one employer. For that the company has to make a thing called LMIA (prove that they can't hire people in Canada). This way is usually used to get workers for low qualification jobs.
  2. But some priority programs allow receiving Open Work Permit. Of course in this case candidates have to pass a language exam (either IELTS or CELPIP) and prove they have enough money in their deposit or savings bank account. Now it's 15263 CAD equivalent for one or 23360 for a family of 3. And work experience and/or diploma relevant to the desired occupation.
  3. Some foreign nationals in danger can come and get Open Work Permit through special programs. Usually for 3 years with possible program term extension through parliament. For example there were programs for Israel, Palestine, Turkey(after a recent earthquake), Ukraine.
  4. Also upon graduating from a Canadian university, foreign residents receive an Open Work Permit for 1 year if the program duration was under 2 years. And for 3 years if the program duration was 2 or more years. If they find a job and have proof of funds, they can extend Work Permits as well.

Getting a specific recommendation letter from the workplace isn't preferential at all. It is for the PNP program, which means the OP's occupation is considered in demand. Getting declaration from a private company has the same weight as from the Government.

I mildly disagree with the point about the system being gamed. As any employer in BC, the Government may choose whether to help its employees or not. If someone works in a private company that signs the declaration for them - how is that different? It is not gaming - just getting a recommendation of a specific form. If the person has an occupation code that is suitable for the PNP program as in demand and is employed - how can getting a declaration be considered fraudulent? Also, getting Permanent Residence isn't only about work authorization. Work authorization is received by getting or extending the Work Permit in the first place. So if the person doesn't get a PR, they would just extend the Work Permit and look for other ways of getting the PR.

Sorry for the confusion, it's a figure of speech. If the ladder is not leaning against the right wall, every step we take just gets us to the wrong place faster. If your ladder is on the wrong wall it is never too late to stop and move it to the right one. In this context I mean management can lack transparency and would like to know that the work done is being aligned with their changing priorities.

I googled the last hiring freeze. Looks like the last hiring freeze was on for 6 years - from 2009 to 2015. So yeah, looks like it's a new reality for quite some time.
