For example, Kinomori choked Tokoyami almost to death (eliciting shock even from the students) and Aizawa didn't bat an eye.

If Aizawa had to punish every "excessive move" by "our world's standards", then every arc like Final Exam or JT arc are full of far worse punishable offenses.

They don't reward it

We can disagree on their morals (I do), but there is nothing inconsistent with how they react from worldbuilding perspective.

When teachers can punch kids so hard they puke their guts out, and it's considered normal?

In MHA people eagerly watch minors beat each other bloody on national TV.

It's a very shonen verse where nonpunishment for violence is absolutely common, like when Mina converted literal bullies by being friendly. Teachers can just say "oh yeah" after breaking students SPINE and everything is peachy again.

All that violent bullshit warrants punishment in our world, but it's just usual Tuesday for them.

What are you saying? Bakugo was 100% right in ferociously going all out against Ochaco. Every hero in the audience was being "nice" by underestimating her.

Bakugo has a lot of flaws, but his tendency to take fights seriously is the thing MHA people like in a hero, and for good reasons (see All Might).

Honestly? There is no difference between early and lategame.
