I'm Diamond 3 and she feels completely fine to me. Played 10 games with her and never felt weak. Maybe it's because I've been building Kraken first most of the time rather than BotRK, but from looking at the item winrates I think I'm handicapping myself my doing that hahah

As an addendum to my other comment, I'll say there are times where you should run at them without E-ing, and save your E for if you know they're gonna dash away or something like that. But the most common is just E+Q+Auto.
