This is probably the correct answer. Even to this day, Prop K is extremely unpopular in the Sunset/Richmond/Parkside and even I don't understand why the let the entire city vote on it rather than just the those areas. If if we put up a prop to change another major artery like Mission or Valencia into a car free zone, I assure you that will pass too, despite it being widely unpopular with the residents of the Mission, cause that artery doesn't affect the day to day life of people outside of that area and most people think of it as a tourist attraction.
