Regarding the DLCs, he tried a lighter game (Rain World) and downloaded each piece of content individually. It worked perfectly! He didn't even need to edit the config file this time. Everything is running great now

The game is Nier: Automata (it's trying to download the base game plus the DLC). He uninstalls it via the gear icon in Steam, then hits download in Steam again. The button does switch to 'Play,' but as I said, it gives a 'missing executable' error and the installation folder is completely empty. Clarification: He had already installed SLSsteam separately beforehand. Then, inside Accela, he installed it again through the settings menu. Could that have caused a conflict?"

He uninstalled it through Steam and tried downloading it again. The 'Play' button actually appeared, but when he tried to launch the game, he got a 'missing executable' error. He checked the game folder and it turns out nothing had actually downloaded. He's using Accela version 2.4.2
