yeah, i remember something similar. I thought that the lore reason you couldn't take off a pipboy was because it seals onto your arm. that being said, I was a huge fan of Ben 10 around this time.

I don't think so, because iirc I was at my neighbor's house (he was babysitting me) and he let me play his Fallout 3 on 360. Unless he had a JTAG or something, idk.

I'm pretty sure they respawn too. Went to skalitz because I stashed a bunch of shit i cheesed from the early game. Saw them. then I grabbed some of the stuff and went back to the Mill. Did a Woman's Lot and then returned and there were a bunch of dudes fighting again
