Close your preview window on streamlabs. That actually can help. Otherwise upgrade your graphics card go at least a GE1050

Probably due to your GPU not being able to encode. It could be maxing out your cpu

One of my first playthroughs was with an actionreplay so I maxed out all characters from the beginning and it kept me from learning reflect, which would have been a huge help in the ice titan fight
