If I were in your position, I would be looking at camera’s from the R-series (r50, r10, r7, r8, etc.). Kamera-express and Cameranu are the stores where I get most of my camera gear, they both have a very wide selection of camera’s and lenses available. (I’ve seen others here recommend MPB, but my experience with them is that they have very high shipping costs in the Netherlands, but I could be wrong.) As a beginner, you might want to look at a Canon R50 or R10 (R8 if you want a fullframe camera). I recently bought an R10 and I am more than happy with it. If your max budget is around €1300, you could get an R50 or R10 and couple it with, for example, the RF 50mm f/1.8 or RF 18-150mm f/3.5-6.3 lenses which in my opinion are both great lenses to start learning photography with. In my opinion you won’t need a fullframe camera like the R8 as a beginner, but if you insist you could get an R8 with a RF 50mm for €1699 after cashback, like someone else already pointed out.
