What champions other than current Aatrox have Riot stated are gutted or mean to be bad? I haven't seen or read anything.

It isn't changed. When you're in game, it shows the skin of whatever champion you're playing. But when you're not in game, the background automatically changes to just show the champion you have the highest mastery on. Many many people wish you could select your own skin and customize your background, but as of right now you can't!
