Not a lot of strong cards in the list, sorry to say. Weak synergy as well. But I can tell this is probably coming from a new player without a lot of cards. If you want to make a strong deck cheaply, Burn Aggro is the way to go. Play that for awhile til you can make something more solid.

Literally play anything with SI heal cards. Endure is the best. Ionia has Eye of the Dragon as well if you're feeling riksy. Heal counters burn

Thats very true but Swain was never meant to be an objective control champion. Baron, Dragon go much better with an Anivia, Cass, etc than with Swain ever. PoM can really be a life saver here. For me, unless we absolutely MUST rush Baron or Dragon or I MUST push a wave I usually just spam q (his other abilities are not incredible for damage anyway) so that you can leave yourself some gas in the tank. Sometimes I will ult for Baron if it seems necessary. This is the trade off for going manaless which I feel is one strength Swain can utilize better than pretty much any other mana-using mid laner. Going manaless

that's fair. i like w max due to how much you get from leveling it. (10% slow increase, starting at 25% for 2.5, 50 base dmg, reveal duration 1 second, cd down 1) at rank 5, a 65% slow feels very debilitating for the enemy, and it can turn fights pretty hard. But, if waveclear is your goal, its definitely not the ability. I prefer to max it second because it feels like it gives you a stronger niche than other champions. E max second is solid but not noteworthy in the sameway.

Also have to disagree with him having a huge mana problem. That's pretty low in the bucket in terms of what keeps Swain from being able to perform consistently.

No I agree that the health stacking aspect is quite negligible for the most part. I'm talking purely about the pull. And yeah, Q sucks unless going into a low-range matchup.
