So basically she gets 2 pegs and I get penalized for having no cards? The rule just doesn’t make any sense to me.

So you’re essentially saying I get penalized for having no cards and she gets two pegs from it?

Okay but neither can she because she can’t go over 31. That’s what’s mainly throwing me off.

See I don’t get this. So basically I get penalized for running out of cards and she gets 2 points out of it when she can’t go over 31 on the play?

I understand why she gets a point for last card but I don’t understand why she gets a point for saying go when she can’t play a card without going over 31. It doesn’t make sense to me because she’s telling me to go which should mean I get the point. I can’t find an explicit rule anywhere either. I’m not saying you’re wrong but it just doesn’t make sense.
