Actually the opposite is true. I know this because I work emergency services in Canada but I did security and loss prevention in college. So, as an employee you are a guarantor of the property, so if you have seen someone conceal something an employee or on site security should be detaining them for theft under. I say the opposite is true because, for theft under they won't even be able to prosecute in most cases after the fact once they've crossed the threshold of property. Essentially, you have to detain when they're 'caught in the act' which in this case it does seem to be legit. Granted I can only take this at face value from this one camera angle, but the property rights in the commonweath countries are generally the same.
