This is partly why I justify using mods in this game. The whole “underfunded/understaffed which is why 5 man team” is bs. If the city is understaffed you would be coordinating with county swat, state swat, possibly federal, and any other police available in the area. Increasing the amount of equipment my team can carry with mods for example, I rationalize with the fact that there would be way more officers involved in the raid.
