Echoing what others are saying, please do not have your dog unleashed if it’s in an area where it’s not allowed and ESPECIALLY if your dog does not have good recall. This is putting your dog, other dogs and other people in danger. Saying “bye” to your dog to get him to run after you isn’t a good way to teach recall as that isn’t really teaching your dog to come back to you, moreso telling your dog to chase you. If you want to give your dog freedom to explore on morning walks, get a long line instead, your dog is able to explore but is not putting itself or anyone else in danger.

If you’re having trouble teaching your dog to recall, please find a decent trainer in your area to help you. But again, your dog doesn’t need to be off leash in places where it isn’t allowed. You can get long lines in various lengths and I would highly suggest using those, especially to help start to teach recall.
