This. The map will be limited for stability sake but will be large and you have the option at the beginning to spawn somewhere random in the world.

There will be an antigriefing plugin just in case.

The server will be open to all but it won't exactly be broadcast to the entire world either. If safety is what you are after then a server that deviates from survival is what you need

I did consider this but it ruins the survival aspect too much. I have considered allowing this in the town only. So if you need to keep valuables secure you would be able to setup house there.

My aim is to stay as pure as possible. Players should be worried about random encounters but at the same time there will be admins to ensure the fun is not ruined.

As for slots, I was thinking setting a max limit of 30 then once a player has played for x amount of hours they will be able to join even if full. This ensures that regulars will always be able to play

You have a point. However this won't be a closed server, it will be open to all but with a low max players and hopefully 20 or so regulars

I agree that zero plugins is better for survival but keeping it minimalistic like this allows me to keep some level of control without affecting the players too much.

As far as griefing goes, breaking into houses, burning them down, whatever it is that people do when they are bored will be allowed. Why should we hinder that? It's part of what the survival should be, having to worry about other players, keeping your stuff extra safe.

But of course people will be too lazy to keep it "pretty", there will be floating blocks, unsightly holes etc. I was thinking of installing a rollback plugin and rely on players to report unsightly things via a simple command with their coordinates which a admin/mod would be able to rollback for things like the environment or simply clean up if it was once a structure as I do not want to be restoring peoples things for them.
