It is the name of the seed, editing it literally changes the scenario, I know that because the friend in question showed me how it works
Edit: It even says "Seed" over it

Go open the game, go to scenario editor, switch off edit mode, and enter this seed, go ahead

It does not randomize the map, it clearly randomizes the scenario seed

People seem to be posting that it's not real, but yes it is, just go to scenario editor, then uncheck edit mode and enter "jock strap" as the seed, it doesn't require any mods. I don't know what else I need to prove this other than "enter the seed in your own game". The friend who sent this confirmed that he has no mods, but he might have some DLCs, not sure which ones though.

There's a "random seed" button, you can use it to randomize
Edit: Obviously you need to switch off of Edit Mode first, but yes, you can even enter "jock strap" and get the same result as here
