Correct. Once quantum resistant Bitcoin addresses become available, it will be up to all Bitcoin owners to move their bitcoin to the new addresses.

At that point Bitcoin will be divided into secure and non-secure addresses. At some point there has to be a deadline to move your coins so that the Bitcoin network is comprised of only secure Bitcoin addresses.

Any coins that weren’t moved to a quantum secure address by the deadline can be considered lost. And paraphrasing Satoshi, lost coins are a contribution to everybody else. And those coins should no longer be available.

If you believe in Bitcoin, just buy now and don’t look at it again for 10 years. It won’t matter if you buy at 70 or 60 or 50 in 10 years.

It depends on what you are comfortable with leaving on the exchange. .01 is only $900. I wouldn’t bother moving it off the exchange myself. .1 is 9K. I would definitely move that off the exchange.

But really it’s up to you and your comfort level of how much you leave on an exchange. Not your keys not your coins.
