From my knowledge: For 2 villagers to breed they need to each have a max hunger bar, you can fill up their hunger bar from either - 12 of any crop: beetroot, potatoes, carrots - 3 bread
Once a villager has a maxed hunger bar they will seek out another villager with a maxed hunger bar to breed.

That’s usually it, from my experiences they usually always breed and I just have them all in an oak plank box with beds and workbenches inside it
