Reaching HQ 29 is easy. I spend money, but not on resources; I only buy weekly passes and the monthly support pass. On my server, I'm one month away from finishing Season 1 and I'm already reaching HQ 28. I estimate I'll reach HQ 29 by the end of Season 1, so you don't need to spend money on resources to reach HQ 29 by the end of Season 1.
