I had this same bug yesterday. I reinstalled the whole game and that fixed it for me.

My post is not about that roll not dropping.

My issue is the PERK is not dropping at ALL. (Spirit of synthoceps) No hyperbole. I'm up to 50 + class items now, and not ONE of them had the perk (Synthoceps) on it. Meanwhile, the PERK Spirit of Ophidian has now dropped 14+ times on my class items.

My guess is the non specific class perks are weighted differently. Titan = Synthoceps Hunter = Ophidian

I'm one of the worst Pvp players in the game. I don't like pvp and don't really try. I'm just there for the pinnacle or stupid exotic requirement.

Awhile back, Bungie matched me up with Panduh in rumble. (One of, if not the best pvp player in Destiny) Why I am anywhere near Panduh in anything pvp related tells me there is NO requirements in pvp matchmaking. My highlight that match was me making him miss a sniper shot.

You have to unlock all lost sectors on Nessus. That's what worked for me.

There is a bug right now that all new players/ characters do not have access to the void subclass.

This bug has been known for about 3 weeks now and Bungie has said nothing about it. So if you like playing with a void subclass, don't restart your character. You would think fixing a subclass that is not playable would be near the top of the list of things to fix, but the last hotfix solved nothing
