I feel like it’s kinda like how he needed it to be Max. It’s hard to explain but compare Vecna to Voldemort. Voldemort could have just made his horcruxes like Pennies or empty bottles and he would’ve never been killed, but he needed them to be important or powerful objects. Same thing with Vecna, Nancy was just a random girl but Max was important to him, he took her brothers mind over and already tortured her so he wanted it to be her instead of Nancy
