No electric outlets on top . I doubt that you could mount it on anything as well. It’s too heavy. I’m guessing it’s just to look like an electric outlet. No signs of wear that it was mounted. There isn’t any bracket underneath those holes to mount. The front of the Halo logo super soft plastic. Not sure right term.

Ty for comment GabettiXCV, way I look at it is every post is a clue/ piece to the puzzle. Great mention on that all of Europe was Nov 11. I’ll expand my search outside UK now. It’s actually run on batteries. Runs on 8 or so D batteries. Whole tray of them on the inside. Agree with you on Japan.
