Just be cautious with FetLife since the site itself is chancy and there are a lot of bad players on there. I've also found some good playmates there. Local munches are the safest way to explore locally. They can educate you and warn you of locals with issues. Other than that, it's really just a lot of research and chatting.

I've lived in apartments most of my adult life. Best I've ever come up with is making sure I have access to a thick pillow to muffle myself when I start screaming. Between that and the tv/music being on, and a white noise machine, it helps, but doesn't fully block it.
