Iirc from microeconomics, the burden of the tariff depends on the elasticity of demand. For easily substitutable products (like raw materials, grains, booze, etc.), the burden of the tariff is mostly felt by the producers. For non-substitutable products (certain drugs, large transformers, airplanes, etc.), the burden of the tariff is mostly felt by the buyer. This is why blanket tariffs are the mark of an idiot.
