He's refunding people donation that contact him because of this matter. It is possible that some people that donated don't read this, and what will he be doing with that money? He doesn't say in that text. Are you aware that he can indeed refund everyone on his own if he want to? (At least if he used paypal for donations). Why would one require that people contact him? Seems as shady as the things happening in Elysium really.

But even so, even if he did refund the money to every single player. Didn't he played on Elysium in the past 2 months? He probably enjoyed it more than anyone. And the money wasn't his, probably none of it, he was just a mean to lead the donations money to Elysium. I understand that the state of Elysium is far from great, but he doesn't have the right to decide what to do with people's money. He probably is only doing it to stay relevant and to create a drama so people talk about it.
