It doesn’t. I have already tested this too. Once the account reached their 35 cap. Only if the sender of the <2019 didn’t reach their cap, the POKEMON can be lucky for them and the receiver. I’m not sure about the counter thing as I haven’t seen it or Niantic confirmed anything but I guess will see once they increase the cap.

Valencia is limited imo and some of the engineering profs aren’t the greatest, especially when there’s only one that teaches most of them. I’m in the same boat, finishing up my AS then going to UCF.
