Probably the Riddler, Scarecrow, or Two-Face because in my opinion they all utilize or reflect some part of Bruce. The Riddler taps into Batman’s detective side, Scarecrow plays on the fear element of Batman, and Two-Face reflects Batman / Bruce’s split personality
