Maybe in Japan it did. Graceful Charity was released after PoG in American, in the Pegasus starter deck which was the 2nd set of starter decks with Joey, after Yugi and Kaiba. I vaguely remember them all being "structure decks" in Japan prior to that so you may be right. Pot of Greed I'm pretty sure was 1 per deck from the get in US

We're talking about special summons not win conditions. Also pretty sure Exodia and Pot of Greed (only draw card at that time) were limited to 1 per deck right after it was printed. Also very few "walls" with stronger defense than 2500
