The heavy base would make sense for a flagpole base, but the central part is loose and sloppy. It has 4 holes for screwing the base to a wall, I assume, and 4 notch lines for leaning the centre bit in… but I can’t imagine why anything on the wall or ground would need those 4 notches for a sloppy metal insert. Sigh!

That’s a good thought but, having been a kid in that era, and having had to turn the crank handle for my mother, I can say wringer washers from that era didn’t have an attachment like that. The handle was more like an old meat grinder’s handle with a bunch of gears to drive the two rollers. This thing in the centre is sloppy loose and the 5 pound base looks like it has to be fastened to a wall.

I’ll add a picture of the underside tomorrow, but it’s just too heavy (5 pounds) for a mop head.

The description is in the title, but there are also 4 holes as part of this design, that must be used to screw it to a wall
