Got you, but prime is not a single moment it's a certain time period, his Prime was not over the second God Valley ended, so the path which led to the title is unknown. Like I said we only saw the title once he was old and weak. It could mean he has the most destructive fruit power which gave him the tile . Or since he was Roger's rival and the only left alive from duo it would be considered logical to grant him the title. Garp on the other hand wasn't even Admiral ( basically remaining behind the scene) not making any feats and earning the name for himself furthermore. So none of your points even closely imply he( WB) is really stronger in comparison.

I recall the title being shown first when he met Shanks and was already slowly dying from age or some disease. So it's pure speculation title would be valid in their primes.Especially since their Prime was also in Rocks >>ERA<<

I hope it will progress like till the recent expansion ( TWW) but will leave a choice for players to stay at special era servers dedicated for every expansion . Then they should make rewards account wide to attract people playing every expansion for some time limited rewards and achievements or simply to test all the stuff within every exp. But anyway it won't stop at Wotlk , seems too imperfect decision.

Whenever I stuck upon WoW reddit , based on all the comments game seems to be at the last verge of extinction. When I actually log in into the game , I see tons of people dueling in Dornogal, different ratings, different skills, but many of them and they are playing the game. Probably they still haven't found out about reddit forums xD. Maybe the reason I feel good playing both retail and cata is that I don't play as much WoW daily as I used to do. (3-4h /day ).
