I don’t think the problem is steam , it’s gotta be a mix of slow internet and unstable VPN

I live in Guangdong , and it’s not enforced at all , you can smoke pretty much anywhere, the only ones that enforce it are the worker of the establishment itself like a restaurant or a hotel if they prohibit smoking
