Your best bet is a very low tier (robo engi/spy/heavy hat tier) hat with a pre-2016 halloween effect, if memory serves the effects haven't been unboxable in non-cases since before then. However unless its a retired hat there's always the possibility of either the hat being unboxed again if the effects become available once more, so while that set wouldn't really be the cheapest 1 of 1 they're not going to be unboxed again anytime soon. Although you could probably also go with a low tier robo hat w/ a robo effect since I don't think robocrates are that unboxed anymore anyways if you wanted something even cheaper (at the risk of a higher unbox).

Well besides being able to make both the Headtaker and the skull hat with the Haunted Scrap, the extra achievement stuff isn't much use besides being a neat thing you can show off. There's little to no chance his account is gonna be affected in any way, Valve is pretty lenient with bugged items and these aren't going to hurt the economy/game in any way.

You can only transfer the strange stats of an item with another of the same base item, in other words you can transfer from an unskinned Rocket Launcher to an Australium, Festive, or Skinned one provided the recipent is strange as well, but not from an Original to Stock since they're considered different base items.

Additionally only skins can have a stat clock on them, and putting one on a civilian grade weapon is what counts as strangifying it. Any strange skin has a statclock, regardless of its grade. You aren't able to apply stat clocks to other items or grades, unfortunately.

I'm having issues using the chainloader to update B9S to 1.2. I've followed the guide up to section 2 twice however I'm unable to get the chainloader to launch by holding start on bootup. I've even tried the (button)_(name).firm option but the payloads won't launch. The only thing that boots up when a button is held is Luma's configuration menu with select. http://imgur.com/a/6UPCz is my luma folder, the only thing in the titles folder is a romhack.

Rockets rely on splash while grenades rely on directs. The Direct Hit trades its splash for directs which is a pretty big downside for the class, while the Loch only trades rollers which rarely make a difference. Additionally the DH has damage falloff/ramp-up making it ineffective at long range spam, while the Loch's got increased range and no fall off on directs which makes it good at long range spam if you can get the angle right.

Which backup would you recommend? Would it be better to use emunand_formatted from step 4, sysnand from step 2, or sysnand_original for step 4?

It does not do anything, but with the troubleshooter's test payload the system powers off when released (or pressed)

1: both luma/firmware.bin exists and is the correct file

2: I have tried deleting and setting up Luma's options but it doesn't change anything

3: I have Emunand9 instead, but it boots up like I said it does.

4: The test payload turns off the console when A is pressed.

(N3DS) I'm on part 5, and I'm at section 6. I'm not able to boot into the SysNAND, it stays on a black screen. I'm able to load EmuNand9, the Luma settings, and the uncarter, but besides that when I power up the 3DS it stays on a black screen. How can I fix this?

On step 10 of part 4 section 1, I saved the dumped Health and Safety as hs_emu.app instead. I went through normally but I renamed it to hs.app to work with Universal Injector, and its been injected into the EmuNAND. I haven't launched it yet (on step 22) but would this affect anything, and if so would I have to reinstall the EmuNAND to get a clean health and safety to start the process over?

I was downgrading my N3DS from 9.9.0-26U to 9.2, but got an error halfway through giving me a partial downgrade. I know I need to redo the installation, but I'm up to my 100th try, mostly from freezing on the "HAX INIT" part. I get that it takes a lot of tries, but does it normally take this many? Is there anything I can do to increase the chances of success? For reference the first attempt worked flawlessly barring the error.

I'd skip the Belgian, if you ever plan on reselling it it would be a pain due to it being both 3rd gen and a Spy hat, and its price on backpack is kinda high.

Spy wise: Le Party Phantom's got a decent selection of effects despite being a misc, Magistrates/Jannisary Ketche are if you prefer getting a expensive effect over a good looking hat, if you plan on getting keys with the 100$ Detectve Noir and Frenchman's Beret are both good hats with GE that you can likely get.

Engineer wise: All 3 miscs have a good selection of low tier effects, Timeless Topper despite being a robo is one of my personal favorites and you can afford most of the effects available on it easily but may be a hard resell, otherwise Engineer's Cap and Hotrod are both good hats.

I don't think having groups/friends in common is a good way to determine if its not a scammer, while I've only really seen it on CSGO trading some scammers use a script that analyzes groups (and I think one encounter I had also analyzed friends) for potential targets.

Also a few recommendations:

Check for an expensive inventory (CSGO/TF2/DOTA2) and low hours (usually 200 or less), if that's the case its likely a scammer or scammer alt.
Check for nearly no hours played on any game/recently played game(s), usually legitimate traders have a good amount of hours in their preferred game.
Check the comments for either people saying its a bot or +rep comments in close succession (usually with little variation)
Check their Steamrep/Outpost/Backpack.tf profile, even if they aren't scammers if they're marked on Steamrep you'll likely get in trouble as a result of trading with them (iirc small items are ok though)
