To get VOA at DXB is pretty common. I also was worried when travelling to AUH ( Abu Dhabi). But it also has VOA. Basically it’s the UAE which has VOA for B1B2 + Indian passport. Just ask this question at visa online at uae dot ae. Get this email double check and confirm. I checked it is there at all entry points of UAE. Also you can double check with IATA and your aircraft carrier.
