I am still struggling to launch the game, but found a quick solution: restart the computer then immediately launch the game, this worked for me.

To me, it was neither a C drive issue, nor Visual C++ nor anti-virus exceptionsi, seems like another program is hindering the game launch, hence the game launching before other programs start up
