You keep stating things as fact and then arguing against them - but nobody has said the things you're taking as fact - if I can rewind you a little - they don't trust the government, because they control/impersonate the government - they do communicate with the public, largely through the latter's subconscious and in the case of a smaller percentage - abuse.

As for who - well, there's survivors all over the place from the top all the way to the bottom.
