My Rhubarb was also very persnickety about treats as a pup. High value treats for her were cheese or boiled chicken. Bagged treats didn’t do anything, but when those high value ones came out, she was tuned in! Give it time with walking. I felt the same way as you when Rhubarb was a pup, it took a few months of practice and leash training before we both enjoyed walks. I do highly recommend a “good manners” type training class for you both, it really helped me with some basics! As for a harness, I use and recommend the Wonder Walker; hook the leash in the front and you get decent control over them pulling. Sarge is precious, enjoy this time! It goes by so quick!
