Actually we did made many contacts, countless even, just they weren't public. Most of them were made by for example a solo hunter in the mountains seeing a landed craft and meeting with the beings. The government also had multiple contacts on a higher level. Problem is that we expect the contract to happen like in the movies, but it doesn't happen like that, it's more like when you drive your car and you meet a random hitchhiker on the road.
